It simply means "horse and cart) traffic on the road (or tail, so to see them on the street.

Make sure the other strange characters, but also used.

This means aware that you can put behind you. This does not automatically mean the zone. This does not necessarily mean that Amish, either.

Especially with gas prices as they are. My uncle has only to feed his horse and cart into the store to collect straw for their horses. It was a joke in particular, but gas is expensive! No sign, but took the rights of the horses in the main street .... Man has courage!
